-
National Confederations are the full members of Junior Enterprises Global. They are umbrella organisations that represent the Junior Enterprise Movement (JE Movement) within a specific UN member country, bringing together at least two recognised Junior Enterprises under one national structure. As the primary decision-making members, National Confederations hold voting rights in our General Assembly and are central to shaping the direction of the JE Movement. Their Representatives are responsible for facilitating the exchange of information between the national and international levels and ensuring the active participation of their country’s Junior Entrepreneurs in global initiatives, events, and governance processes.
By aligning their standards with agreed global criteria such as the International Maturity Model and the Confederation Maturity Model (IMM and GCMM), National Confederations safeguard the quality, identity, and impact of Junior Enterprises in their territory. They also conduct national data reporting for our Global Audits. National Confederations, in essence, develop strengthen and integrate the JE Movement in their country and are the voice of their national constituency. -
Observer Members are organisations or entities that are aligned with the values and objectives of the JE Movement but do not meet the criteria or choose not to seek full membership. While they do not have voting rights and cannot represent others through proxy, they are invited to co-create and participate in Global campaigns, contribute to working groups and Commission initiatives, and engage with the global community through events such as the Junior Enterprise World Conference (JEWC).
Observers are expected to actively promote the Junior Enterprise Concept, collaborate with local Junior Entrepreneurs, and maintain an open channel of communication with the JE Global Executive structures and the General Secretariat. This membership tier is ideal for partners, emerging networks, and external stakeholders who wish to engage with the Movement in a structured yet flexible way. -
Entities under Development are emerging Junior Enterprise structures, such as Junior Initiatives, Pre-Confederations, or unconfederated Junior Enterprises in new countries, that are actively working toward becoming fully recognised members of the JE Movement. This status provides these early-stage entities with access to tailored support through JE Global’s Enlargement and Development Programmes, including capacity-building, mentoring, and visibility initiatives.
Although they do not participate in General Assemblies and do not yet have voting rights, Entities under Development are invited to take part in global events and can benefit from training, resources, and tools designed to strengthen their operations. This category plays a crucial role in the international growth of the Junior Enterprise Movement, serving as a structured pathway toward national confederalisation and long-term membership in the global network.

Our European JE Group
The Junior Enterprise Movement in Europe has one of the longest and most established footprints globally, with National Confederations and Junior Enterprises present in over 20 countries. It first emerged in the late 1960s and has since developed into a mature network of student-run associations embedded in higher education institutions across the continent.
These associations typically operate under national-level coordination bodies, which oversee governance frameworks, internal quality assurance, and member support. Sometimes sub-national umbrella groupings also exist. They function to enable students to carry out project-based work for clients as part of their academic and professional development.
While most countries manage their operations independently through their respective National Confederations, there is also a European-level platform which facilitates regional exchange and convenes events across national borders (JE Europe). Within this context, national organisations maintain full responsibility for their legal, educational, and structural development, collaborating on cross-border initiatives where relevant. Europe remains one of the most structurally mature regions of the Movement, with high levels of member continuity, and a consistent interface between student teams, universities, and external stakeholders.
